Says deferment of Joint Circular No.1 just the beginning

Bayan Muna chairman Neri Colmenares and Bayan Muna Rep. Carlos Isagani Zarate today welcomed the “initial victory” of the campaign to stop contractualization in the public sector.

“With the people’s continuous campaign against ENDO and contractualization, we gained an initial victory when the Civil Service Commission (CSC), the Commission on Audit (COA), and the Department of Budget and Management recently amended Joint Circular No.1, series of 2017,” said Colmenares.

“With these amendments, agencies are allowed to get new contract of service (COS) and job order (JO) workers and to renew existing contracts until December 31, 2020,” he added.

Rep. Zarate, meanwhile, said “this backpedalling of DBM-COA-CSC should not make us lower our guard. The victory is temporary and casual, since mere deferment will not assure the tenurial security of the affected government workers.”

Starting January 1, 2019, the salaries of COS and JO workers will be equivalent to the daily salary or wage of those in comparable positions in government.They will also get a premium of up to 20% of the salary or wage. the premium payment may be paid monthly, in lump sum, or in tranches, according to the contract they have with the government agency that hired them.

Also, existing COS and JO workers who are qualified shall be considered for appointment to vacant positions of government agencies. This will be subject to existing civil service laws, rule, and regulations, and merit selection plans approved by the CSC.

“The series of protest actions launched by the different government employees groups and unions, as well as the persistent engagements of Bayan Muna and other Makabayan Bloc members during the budget congressional deliberations, were among the reasons why the leadership of DBM, COA aNd CSC were compelled to rethink their position,” said Rep. Zarate.

“But this is just the start; we still need to push forward and challenge the leadership of bith chambers Congress and the Duterte administtation to fast tract the enactment into law of Bayan Muna’s House Bill No. 7415 or the Security of Tenure for Non-Regular Employees in Government Act of 2018,” ended Rep.Zarate.###
