Says SSS members and pensioners deserve to know full financial details of agency

Bayan Muna Chairman and Makabayan senatorial bet Neri Colmenares along with Bayan Muna Rep. Carlos Isagani Zarate today called on the Social Security System (SSS) to be more transparent especially on the financial data of the government owned and controlled corporation.

“Noong isang taon 3 beses akong sumulat sa SSS particularly kay SSS Pres. Emmanuel Dooc inquiring as to the financial status of the agency particularly its collections. I wrote them on May 20, June 29 and August 1. Mr.Dooc only responded once on June 8, saying that the relevant units would answer my queries but it is already the last week of February 2019 and there is still no answer from them,” said Colmenares.

Belying Dooc’s claim that his figures were “old,” Colmenares cited official COA findings on the following uncollected premiums: P13.539 Billion from 61,260 employers in 2013, P8.168 Billion from 97,366 employers in 2014, P4.845 Billion from 13,886 employers in 2015, P8.04 Billion from 38,088 employers in 2016 and P13.77 Billion from 122,658 employers in 2017. Dooc himself said last Wednesday that the SSS uncollected premiums has slid to P24 billion in established delinquency accounts and P79 billion in outstanding loans,”

“These are the latest annual figures showing that the amount of uncollected premiums have actually been increasing since 2016. Is Mr. Dooc disputing this? In fact, he himself admits that they are collecting premiums from only 15 to 16 million out of 36 million SSS members. That’s dismal and leaves so much room for improvement,” said Colmenares.

“Unfortunately, the SSS has repeatedly refused to tell us how they are addressing this matter. For example from the billions of pesos uncollected since 2010, how much have they just condoned and scrapped from their list? For their so-called increased collection efficiency, what percentage of their total membership have they collected from? Unless they show the details, we have no way of knowing how the problem is being addressed,” added the Makabayan senatorial bet.

“Napakalaki po ang hindi nakokolekta ng SSS at gawaing tamad na itataas na lang agad ang kontribusyon ng mga miyembro samantalang di naman nila ginagawa ng maayos ang trabaho nila sa ahensya. That is unfair especially to the paying members. Tapos sisisihin pa ang mga retirees dahil nadagdagan ang kanilang pensyon,” he added.

As for his part Bayan Muna Rep. Carlos Isagani Zarate said that “Mr. Dooc should stop trying to divert the issue that politics is in play here because the issue of pension has been one of the advocacies of Atty. Colmenares and Bayan Muna since 2011 and we will continue to be very vigilant on this issue especially since the SSS board is very inefficient and would add another burden to its members,

“In fact we have filed numerous resolutions to investigate the different scams and anomalies in the SSS since 2011. Last year we also filed House Resolution 1728 to probe the corruption issues in the SSS board as well as the then proposed contribution increase,” added the Davao-based solon.

“Mr.Dooc should just stick to the issue of their inefficiency and they are trying to pull a fast one by increasing SSS contribution at the same time have the power to adjust their salaries and benefits. Wag na silang magpalusot, dahil itutuloy namin ang pangangalampag,” ended Colmenares.###
