BAYAN MUNA: HUNT FOR BOUNTY MAY BE BEHIND MORADA’S KILLING
Bayan Muna Rep. Carlos Isagani Zarate and Bayan Muna Congresswoman-elect Eufemia Cullamat today said that the extra-judicial killing of former Bicol Bayan Muna coordinator Neptali Morada may be linked with bounty hunting by members of the AFP and the PNP.
Based on reports Delia Esperida, sister of Morada said that “since March last year, Morada had been approached by soldiers asking him to sign a document saying that he was a surrenderer, but her brother had refused.
She said that even when Morada was already working for Peña, the soldiers were still asking for the former vice governor’s permission to invite him and talk to him.
“Peña said that they could talk to Morada at his office. After that, he even said that they could talk to him in his house, so that was when they started going to his house,” Esperida said.
“As can be seen he was already cased by the AFP and he was being forced to surrender even if he is not a member of the New People’s Army (NPA). This can be linked to the money-making schemes similar to the Department of National Defense (DND) and the Department of Interior and Local Government (DILG) Joint Order No. 14-2012 during the time of President Benigno Aquino III which lists alleged “235 wanted communists” with a total monetary reward of P466.88 million would be revitalized,” said Rep. Zarate.
“Before, 1,206 became victims of extrajudicial killings and 206 were victims of enforced disappearances because of Oplan Bantay Laya, but until now killings and enforced disappearances continue under Oplan Kapayapaan, ” said the Davao-based solon.
Meanwhile Cullamat said that “mukhang ang paghabol kay Morada para sumuko daw ay parte lamang ng pakana ng militar para kumita mula sa budget para sa raket nilang ‘fake surrenderees’. Nung hindi pumayag si Morada na magpagamit ay itinumba na lang siya,”
“Nakakalungkot pero ganito din ang ginagawa ng mga militar sa mga katutubo lalo na sa mga lumad na maramihan nilang sinasabing sumuko pero hindi naman mga NPA. Pinagkakakitaan lang nila ang takot at kahirapan ng mga katutubo at mahihirap,” added Cullamat.
“This is really sad and highlights the mercenary character of the AFP/PNP. Still we will not stop until justice is achieved,” ended Rep.Zarate.###
